I figured out the problem. In the wp_config.php the database was named wp-vs-52 and the $table_prefix was wp_vs_52. Apparently, it doesn’t like that.

Yes,the latest. I installed the Xampp windows version 7.3.5 with PHP 7.3.5 included.
