    As noted in the initial post, it doesn’t affect all outgoing mail, only mail generated in the specific scenario that wp_mail() is called specifying multiple recipients using an array of email addresses rather than a comma-separated list of email addresses as its first argument. I don’t believe there’s anything in the WordPress core which calls wp_mail() in this way, but some themes or plugins do.
