I had the same problem – although no problem was encountered at the front end and login at the admin pages turning out nothing but a blank page – and being a bit noobish into WP I ended up downgrading to the previous version (thank God for backups!).
So, I guess, we’re in the same boat 🙂

which file do you need to get hold of, in order to change that limit? I’m having the same problem; however, I didn’t revert the theme to the default – hope that hasn’t messed up anything?
The front end looks fine but the admin page (Dashboard) is unreachable.
I have the exact same problem; however I don’t get a WP-logo, just a totally blank page when redirecting my browser to the upgrade.php file. Afterwards when trying to log in at the admin back end I end up with a blank page… I’m a bit lost here, as you are.
I’ve tried to delete and re-upload the wp-admin folder but in vain…
