just happened to me when I tried to upgrade…
Solution ( – worked for me anyways)
If you ftp into your site and delete the redirection folder from your plugins folder, that might work. (I read on another thread that it might be redirection plugin).
e.g. /yoursite.com/wp-content/plugins
