I ran the update and I manage to get it working, but using a workaround.
– If I click in the field “Notification for” I still go down to the screen and there I can select a value.
– IF I type a letter in the “send to” field, I don’t get a list with results; but if I type part of a word and hit enter, I get the value and can continue to fill in the fields. (ie I type Admin, hit enter and I see the administrators as selected value)

We have had the same problem and found it is a conflict with the ultimate member plugin.
Additionally we don’t get any list when we enter text in the ‘Send to’ field.
