Thanks for the incredibly detailed report, the reproduction steps and suggested fix were really helpful.
This is indeed a confirmed bug, and our developers already have a fix in review: https://github.com/woocommerce/woocommerce-gateway-paypal-powered-by-braintree/pull/1052
It’s targeted for the next release (v3.10.0).
