There is a cache plugin which says it is active on WordPress but when I look at the settings in the plugin it says the caching is turned off.
Should I then deactivate the plugin or is the caching itself being turned off enough?

Since posting this issue I have talked to a friend from Canada and apparently, they are seeing the correct thing, but it still the issue is that through vpn’s I didn’t see the right content.
