Its writing the setting directly to the WordPress settings (wp_options) once “Maybe later” or “No thanks” were clicked. Only clicking “I already did” or “Give feedback” will make it go away.
Had the same issue. No caching problem for me. Don’t click “No thanks” or “Maybe, later” as the message will come back a week later. Click “I already did” or “Give feedback” to make the nag go away.

This is the same issue as with the Members plugin. The code is the same. If you click “No thanks” after the question that you don’t like it or if you clicked “Maybe later”, if you liked it, the notification will come back in exactly one week. Its no cache issue.
