At a minimum, having everything turned off would be a huge help.
The best scenerio would be to have an add-on situation whereby there was a base plugin with modules that could be added. However, considering the range of options included in Jetpack, that would be hard to naildown…

It turns out that once the plugin was running on Production, the issue resolved itself. It turned out to only be a Development server issue.
