I’m also having the same problem with creating and saving free shipping rule on our site.
Here’s a screenshot: http://prntscr.com/ez55ag
No matter what I do, it also creates a new rule without me creating one.
Please advise!

Yes, problem is still persisting. Basically nothing is showing up.
But we found another plugin that works if anyone is interested: http://www.wpbeginner.com/wp-tutorials/how-to-insert-ads-within-your-post-content-in-wordpress/
This allows for both manual insertion within a file or using the plugin. Easy to setup and works like a charm.
