Ah. I figured it out.
After I create a project for a user, the user must first put a file into that project folder in order for me to see the folder from the WP CLient Document administration area.

As for adding files to a user, can I add a file into their specific project folder?
I have updated to the latest version and set the time settings, but the time is still one hour off. Also, is there a way to change the 24h UTC format in the file name?
