Did you insert YOUR website into the link?
like: http://www.yourpage.com/wp-admin/tools.php?page=bulk-move-posts
just visit your dashboard and check the adressbar.
Or by hand:
visit your dashboard
=> click on “tools” in the left menue
=> click on “bulk move”

Yes, you are missing something.
On the left side, select the category. On the right side, choose delete category.
All post matching the category will be removed from it.
