The issue was a CSS issue. Once that was corrected the mobile menu worked again.
That is not correct. It is a plugin like any other security plugin. I can delete it, and it will have the same result.
I can try that, however, all plugins where disabled.
Here are two images. Once in mobile mode (The drop-down menu does not appear) and one that is not. This is the same issue when on a mobile device also.

I ended up using a “fold-able” categories widget plugin. Nice thing about it also, you can exude categories.
