I agree with you in option #1. I live in Chile, our mother language is spanish, however, most of the IT professionals may understand perfectly well the backend english and as far I can see, backend and tutorials are mainly for IT professionals, not for end users so it make a lot of sense to translate just the front end and keep the backend in english.
