Correct, by default an Woocommerce notification is sent out once the status of the order is set to COMPLETED.

The notification email should have in the body the pdf certificate download link.

The pdf is a template dynamically populated with ORDER details of that specific ORDER. The same template is used on every ORDER, but the details of the ORDER is specific to that order.

I assume that <shortcodes> will be used.

Yes, which one is the User mail for new orders? I only see the admin for new orders.

I have deactivated every plugin (except for Contact7) and also chose another theme bit get the same result. Not sure how to troubleshoot it further?
