I have been deactivate all other plugins, deleted the server and browser cache. Also used the storefront them and just PayPal method is avaiable.
I installed wordpress in other domain with Woocommerce and just PayPal Plugin and theme and there was the same problem. Are there any other suggestions?

Yes, his account is already enrolled for PayPal Plus.
The PayPal account is based in Mexico, we talked with PayPal support and They tell us this plugin is the correct and must work with the API keys. They told us also PayPlus is enabled to use in Brazil, Germany and Mexico.
If this is by plugin side, what we can do?
