Never mind – it appears that this issue was not due to the maintenance. I am still getting this issue. I think that I have nine files that errored out and the plugin is still trying to upload them. Because it can’t upload those nine files, the entire plugin is crashing. Any ideas?

never mind; found the answer per algaidaman:
“I ran into this problem too. You have to move the folder wp-shopping-cart out of the wp-e-commerce folder, and directly into the plugins folder. Then you can go to the plugins in your WP dashboard, and activate. It will show up then.”
