I am running into the same issue. We are also using WPMU but are running 6.1. I did check to make sure the roles were applied to the subsite users

In reply to: [Authorizer] Disable “Override multisite options”I’d like to second this request. Right now, it seems as if the only option is to lock everything down or nothing down.
It would be awesome if the superadmin could decide which controls can can can not be overridden. For example, I would not want the site admins to turn off the CAS auth, but allow them to decide how they want to set public access and login access. I could also see scenarios where I might want to allow site admins to show/hide the wp local login.
