OK, I see that the issue @hettyvanderwal and @hton were having must have been to do with the Learndash Notifications addon. I wasn’t using that which explains why the code didn’t work.
For me, it was a simple solution. I unchecked “Email me whenever a comment is held for moderation” in Settings/Discussion. Why that would affect unmoderated comment notifications, I don’t know, but anyway it worked!
It’s not working for me. I’m still getting both emails.
