thanks for the suggestion — I tested the filter:

add_filter( 'woocommerce_paypal_payments_simulate_cart_enabled', '__return_false' );

After enabling this, the excessive place-order-debug-* logs stopped on my side.

From what I can see in the access logs, the issue was caused by repeated wc-ajax=ppc-simulate-cart requests. Disabling the cart simulation seems to prevent WooCommerce from triggering those checkout-related debug logs.

So this looks directly related to the cart simulation behavior introduced around v4.0.3.
