No, WordPress handles the account storage. BuddyPress is just a plugin.

No, the problem I’m looking for a solution for is how to make it so the user can sign up with the same email that he used on the deleted account. Nothing to do with BuddyPress or bbPress.

oh, I thought it was part of wordpress but I am using bbPress and BuddyPress.
