Thanks for the help. I managed to clear up my cron mess which resulted from my attempts to fix the WPcron issue (low website huts). Now seems to be working well without errors. I will monitor for any disappearing backup cron jobs but I suspect problem solved.
PHP error log for last 2 days
I have set minimum and maximum cart amount and the percent but no change. However, when I added Fee Titles then checkout showed the fees

5.6.0 also breaks Gateways Fees and Discounts
Percentage fee is erased on update. On reentering percentage the fee is no longer calculated or shown in Checkout.

In reply to: [Cloudflare] No settings page in 3.0.4It is disappointing that after working with my web host to get cloudflare plugin working on my my 2 sites the latest update is resulting in the settings disappearing. I have restored 3.03 but am wondering if it might be best to forego the plugin.

No it has not been fixed.
The settings page prompts me for email and global API key after I deactivate and reactivate but does not respond when I hit save API credentials.
The following message appears as a javascript error in debug bar
