The issue here might be a conflict with your theme or plugins,
Please follow these steps, and let me know if it solved your issue:
– Deactivate all of your plugins except Elementor. If this solves the problem, gradually activate your plugins one by one, until you spot the problematic plugin.
– switch your WordPress theme to WordPress TwentySixteen (or other default WordPress theme) temporarily – and see if it solves your error.
If the issue still persists, let us know what you’ve tried and share a screenshot of the error as you see it.

Logologics is correct. You wrote the Tel command correctly (“Tel: 123-456-7890 “).
Whatever opens depends on your device as well as the program that is defined to open when you make an outbound call (in your PC’s case, it’s Skype).
