I understund, but, the actual post_tag-sitemap is generated by tag not assigned to any post.
By the way a fixed my issue with manual xml map

Were you able to create a new tag and it included it in the post tag sitemap in a previous version of Yoast SEO before 15.1.1
Yes, I was. I don’t know what change, but now is changed. In these weeks I change theme of WordPress and a lot of stuffs (but nothing related to php etc, because I’m not e wizard about) but I don’t think are relates.
By the way all element in post_tag-sitemap.xml are not assigned in posts, but you can see… so this is proof that what I said is true.

Usually all is update:
Yoast version is 15.1.1

Can you confirm if you assign a post to the tag, that the tag page then appears on the sitemap https://www.lasercutting.it/post_tag-sitemap.xml?
But until few days ago I was able to add a post_tag without assign it to a post and it will appear on the post_tag-sitemap: this for create a “virtual page” for existing tag… because we operate in different area of Italy.
For now I fixed by myself creating a manual xml (usually we don’t have to update frequently) but would be nice to understand what change..
Little Update:
I tried to follow also this suggest https://yoast.com/help/exclude-sitemaps-from-cache/ but no joy.If I create a new page or post it will appear in post/page sitemap, only post_tag still continue to not appear, so I think is not cache related.
If I add a new tag to a Post, this tag is listing in post_tag-sitemap, but, after this, if I add a new tag from Post > Tag > Add New, this tag will not listed in post_tag-sitemap.
If I edit an existing tag listed in post_tag-sitemap, the sitemap will be updated
If I add an existing post_tag (listed in a sitemap) to a post nothing change, BUT, when I remove that tag from the post, it disappear from post_tag-sitemap, and If I try to add again post tag pages advice me that tag already exist
Something looks as “broken”, but I don’t know how fix it, or how create manually a correct sitemap
