I think http://ww.wp.xz.cn/plugins/seo-image/ append a title to the picture, not to the link of the picture.
This option was into core towards 3.8 : options avancées du lien
With the 3.9, this option is no more present.
Title and alt of picture is a very good think.
But for the title of the link of the picture, i think it is just a regression.

I agree when you say “it’s used in plugins therefore it should be incorporated in plugins”… But i am just a poor user, not an writer of plugin.
You say also :”You can add any attribute you want back in with JavaScript”
Have you a javascript script to suggest?
