Ok – resolved – I had the Attribution license set, so if there are no CC-Attribution flagged photos for that user they don’t show which makes complete sense.
Fwiw, I think if you adjusted the error message from “failed to get Flickr images for [username]” to something like “no [license filter] images for [username] available.” it would be clearer.
