Try this settings:

“In settings I’ve unclicked “Send Attachment as links?” and it still sends the attachment as a link. I don’t see where in my WP dashboard where the file is.”
You will need to remove the [upload-file-217] tag inside the mail body and add it in the File attachment field.
There’s no files management in the WP dashboard; all the files are being stored insite “/wp-content/wp_dndcf7_uploads”.You may also try these plugins this will save all the information from the fields including the url/path of the file https://ww.wp.xz.cn/plugins/cf7-database/, https://ww.wp.xz.cn/plugins/contact-form-cfdb7/

Our plugin was only tested on the Free version of Multistep form.
It requires custom coding in order to get the full url, I need to have access so I can identify the issue and add possible solution.

Do you have a security plugin installed? if yes what is the name of the plugin.
