Seem it is a Problem with your Plugin:

NAv Menu Roles settings are not shown at: Appearabce -> menus. I can see the settings only at customize – menu for the default language.

Hi. Appearance > Menus not show the role settings. I can only see menu role settings at customize -> menu for default language..

No. You have not the option to set role options for the translated menus. I will ask WPML Support and post the answer here.
