I just upgraded to the latest version of NextGEN to version 2.0.21. The issue remains. I don’t have an Effects tab (the screenshot I posted yesterday is exactly how it looks):

The version of NextGEN I have is version 2.0.17. It doesn’t have those exaction menu items or tabs. Here is a screenshot of what I see:
