I’m marking this a resolved, even though the original mystery remains.
After starting over with a new install, I can now see the tables in the wordpress database. Still don’t understand why I couldn’t see the tables in the first install.

I have several databases, but the relevant one is the one named litereally, ‘wordpress’. wp-config.php contains the line,
“define(‘DB_NAME’, ‘wordpress’);”
I was able to successfully install wordpress and verify the tables exist in another environment, so I have confidence I followed the installation procedure.
Thanks for the help, but I’m still stuck. Really bizarre.
After clicking on the wordpress database, phpMyAdmin only offers to create a new table. No tables were found.
