Update:
We’ve found that the settings page is the primary affected page
when connecting stripe from the vendor wizard it works as expected

Stripe has advised us that their logs show the account connection api being called twice which is disconnecting the new accounts.
Our current theory is something on the site or some new code is affecting the settings page which is not loaded on the wizard
nevermind it our site admin enabled modsecurity rules 🙂
