YAY! I’m glad it worked (it was driving me bonkers today, so I know how frustrating it can be!)
I had this issue and resolved it thus:
Go into Dashboard / Users / All Users
then select the ‘admin profile’.
Next to the first checkbox it says ‘Disable the visual editor when writing’. Make sure this is not checked.
Click ‘Update Profile’ button down the bottom of that screen.
