I’m not sure that I have understood your question clearly, however I would try to give you some info: You can change user forum access by their usergroup. For example: if the user is in registered usergroup, you can allow that registered usergroup user had access to a current forum, and even set the access type.
About restricting users in forum, you can do that by wpForo usergroups and forum accesses

After uploading the Cover image, wpForo decrease its size to several KB’s.
And if the user changes hi Cover the old one won’t stay in the disk, it will be removed.
