Thanks for the response, Wayne. I did not realize it was a function of PHP in WordPress. WordPress has been sending other notifications, but just not with the email address I was using for posting, which was using my domain server (GoDaddy). I googled that and someone else with GoDaddy mentioned the problem was a missing entry in the email routing settings under MX Entry in cPanel. Selected LOCAL MAIL EXCHANGER and it solved the problem. Mentioning all this in case someone else encounters the same problem.
