PROBLEM SOLVED!
I had to go into the Apache httpd.conf file and change the the line Allow Override None under Document Root to Allow Override All.

Using the old .htaccess file did not work. The URLs are still broken. Is there anyway that there could be a problem with permalinks?

Thank you for responding Ipstenu.
I did not move the .htaccess file. I only have limited access to the server that the current WP installation is hosted on, so that was not given to me. I’ll try to obtain the original .htaccess file and see if that makes a difference.
