The issue has been resolved.
The custom template’s style.css still contained an old font-family setting (“osaka”) that was overriding the Japanese font.
After updating the font-family to use “ipaexg” and clearing caches, Japanese characters are now displaying correctly in the generated PDFs.

I’m marking this topic as resolved.

Thank you for your advice.
This is the issue with every user, and I tried to create a new directory but it didn’t work.
