I have this problem too. It seems to have started with the latest update, 5.5.9, but I usually am only looking at the page through the WP dashboard, where the error does not happen, so it could have been longer. In public view (logged out of WP or on different browsers), it doesn’t always happen. When it does, tips are highlighted, but do not pop up.
