OK, I narrowed this down to the WP Cerber plug-in.
Now that it is disabled, I am getting statistics again.I am now using the Wordfence plug-in instead.

In the end I switched to WooCommerce PayPal Payments, and despite the relatively low rating due to alleged problems, it worked first time for me.

In reply to: [Simple Shopping Cart] Paypal Guest checkout shipping problemIt’s actually not my Paypal account, so I can’t check. But when we do a regular Paypal checkout, all is fine and shipping=”0″ overrides whatever settings are configured.
It is only the guest checkout (where you don’t log-in to Paypal) that is ignoring shipping=”0″ as PDFs do not require shipping.

I’ve also installed WP Cerber 9.3.3. On the plugins page, there is no option to visit the WP Cerber WordPress page, and updates are not showing. I am not using Jetpack, though I do use Cloudflare.

After logging in and selecting “My Apps & Credentials”, there are two buttons at the top of the page to select between “Sandbox” and “Live”. Each section shows the Rest/API.
You may want to update your plug-in page here in the FAQ section.
Now solved. I was on this page: https://developer.paypal.com/dashboard/applications/sandbox
After logging in and selecting “My Apps & Credentials”, I noticed that I had created my “Live” keys on the Sandbox page. I hadn’t noticed that buttons at the top of the page to select between “Sandbox” and “Live”.
