RESOLVED. Settings>options>disable scrolling over images.

UNCHECK the box

Yes, it’s all working perfectly on mobile and desktop! I have z-index at 9999.

I’m examining Android’s Chrome cache clearing function and why a fresh incognito mode didn’t provide an accurate display.
