i added WP Mail SMTP plugin and set the client up with Sendinblue for free as they get less than 2 emails a month from their website.
I had to add a DNS record but the walk through was fairly simple. It seems to have fixed the issue I was having; hopefully this is something you could try?

Currently recaptcha is enabled while I’m trouble shooting. There’s nothing in the devtools from the browser that shows what the error could be?
Edit to add: in my mail log this looks like it’s been an issue since 3/12/2023 for them. The error there says “Could not instantiate mail function.”
