We’re also experiencing this issue on WooCommerce.
When a user registers an account on the WooCommerce “My Account” page they get the “Your [STORE NAME] account has been created!” email.
The plugin states that the user’s status is “Pending” but obviously something went wrong as the user can set their password and login.

I’m not talking about that, I’m referring to the “Recommended payment providers” block that appears below the added/installed payment plugins . It’s on the same page as your screenshot, just not visible.
