I had previously run the debug modes, but was not looking at the logs, only the messages displayed on the site as I entered several different addresses. I turned on debug mode once more to look through the logs and for some reason the rates are now showing correct on the addresses I tested. I’ll continue to monitor my orders and report back if I see the problem reoccur again.

In reply to: [WooCommerce] Shipping Zone Order Not Being AppliedI’ve built the site out over so many years that I sometimes forget what’s default configuration and what’s done with plugins. I’m using the free version of Flexible Shipping. It allows me to enter any series of weight ranges and assign a price to each range. All three of those shipping zones have a different shipping price assigned to the weight range with the most expensive being assigned to the top zone and so forth.

Thanks for the response. It was indeed the lack of a customer phone number that was preventing the shipping label purchase.
