I have tracked this down to an interaction between WordPress and Spam Karma. When Spam Karma is activated, the moderation keys don’t work. When Spam Karma is deactivated, the keys work. Spam Karma doesn’t seem to have an option for moderation keys anymore, or if it does I don’t recognize the terminology being used.
Suggestions would still be appreciated.
