I’m also having the same issue, my issue occurred on multiple sites after updating to WP Version 4.0. Same exact error message, the only thing that I did was update to WP 4.0. I did this multiple sites and verified that it happens immediately after the update.
Same issue here, WP 4.0 caused this issue for me on multiple sites. I haven’t got the solution yet either.

In reply to: No Wp-Admin PageThanks for your time, we got it sorted. Silly me, it was a missing wp-login.php file after running some upgrades and switching URLs. just a coincidence I guess. It probably had nothing to do with the URL change but all to do with the upgrades perhaps.
