I am having the same problem in a local installation (XAMPP).
The site meets the minimum requirements.
When I navigate to SEO, I just can see Dashboard, Search Console and Premium.
I tried to check for conflicts and everything, but the problem remains.
Yeah, that was the solution! I hadn’t seen the Sticky Elements tab.
