I fixed it. It has nothing to do with cloudflare or nginx.

A plugin called WCFM marketplace broke it. Just deactivate it and its done.

The diagnostics says *You don’t have permission to access this page. Please contact the site administrator for assistance.”

what is the page that the diagnostics is referring to?

Could you tell me which section of the diagnostics suggest that user.ini isn’t present?
