Underneath the product image there are some tabs and its on the Datasheet tab.
I have the download monitor code with contact form, the direct link to the download, and download link only on that panel for testing. Other product pages just have the download monitor code.

Have tried the shortcode for the download on the page and while it shows a link we still get the same download error.
The mechanism works on our live site but not on the dev site.
