W3 Total Cache. I have Page Cache: Off, Minification: On via Redis, Opcode Cache: On via Zend Opcache, Database Cache: On via Redis, Object Cache: Off, and Browser Cache: On.
Throughout the debugging this afternoon, I was regularly manually clearing the cache.
At the moment, with HTML minification still off, it appears to be working. I believe this is the solution for me.
I do not use WE Total Cache for page caching. I have excluded those pages already anyway and this did not fix the problem. The problem was with the minification of the HTML.
For page caching, my host has Varnish installed. I’ve found out how to disable these pages in Varnish, but I do not have access to edit the default.vcl file myself. This may prevent what that article warns about…people being shown cached pages from other users, but it won’t help with my “no checkbox on the registration page”. But, I think I’ve gotten that fixed by not minifying my HTML.
I re-enabled minifications and disabled HTML minification. I think it is working now. Can you look one more time?
I may have traced this down to the JS and CSS minification in W3 Total Cache. When I disable minification, the checkbox is present. When I re-enable minification, it is gone.
I disabled loginizer and installed your recaptcha plugin. Then found it was broke again. I did a little more digging, and disabled w3total cache and it began working. I re-enabled loginizer and it is still working. So I guess that it is the cache. I followed the instructions on the document you provided to add the setting “Never cache the following pages” and /register* was there and didn’t seem to help. I am still testing.
I’ve been testing, disabling and re-enabling plugins. You may have tested when Loginizer was disabled. Could you look again? I will look into the varnish documentation you provided, in the meantime.
It seems the trouble is a conflict with Loginizer Pro. When this plugin is disabled, the checkbox is visible.
On the accounts page, the checkbox IS visible and selectable.
Yes. The (I agree to the terms & conditions.) slug shows on the form without the checkbox.

I found the problem. There is some sort of conflict with another plugin ( Tribulant Software Newsletter). When I deactivate it, the links in the popup window work fine.
I just tried IE with no popup blocker and have same behavior.
I use google chrome and added an exception for popup blocking for my site and still have the problem.
