Never mind i figured it out
it was WP Job Manager – Contact Listing Version 1.0.4

i have tried to deleting the row and tried an empty the mete_value. Both results in a broken form

i looked into the problem and found that it is sending the emial to a email address that is in the Database/snaedu_sna_wp
Table/wp_postmeta
Mete_id/20856
post_id/8576
meta_key/_application
Meta_Value/[email protected]
The meta_Value is replacing the “To:” Field in the Second Contact Form
