Check your PHP mode in Plesk (or your site management software).
Mine was in “apache” mode. Set the mode to Fast CGI Applications.
You’ll have to delete “apache” owned folders.
Using Plesk I see the file owner listed as either “apache” or my FTP user name. Is that an issue?
